The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by current data. From observation points, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Soon after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Strategic Calculations

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does nothing to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
